Any good texture pack making/editing programs?

Ya, is there any program that will allow me to make my own MC texture packs? Paint is NOT a good MC editing program (from experiences). Thanks!

    For pixel editing (32x32 and below) I wouldn't recommend GIMP or Photoshop. Go with Paint.NET, or a specialised pixel art program.
